{"id":8716886,"date":"2023-01-15T04:45:35","date_gmt":"2023-01-15T12:45:35","guid":{"rendered":"https:\/\/www.eastbaytimes.com\/?p=8716886&#038;preview=true&#038;preview_id=8716886"},"modified":"2023-01-15T09:49:36","modified_gmt":"2023-01-15T17:49:36","slug":"walters-californians-patience-on-homelessness-is-wearing-thin","status":"publish","type":"post","link":"https:\/\/www.eastbaytimes.com\/2023\/01\/15\/walters-californians-patience-on-homelessness-is-wearing-thin\/","title":{"rendered":"Walters: Californians&#8217; patience on homelessness is wearing thin"},"content":{"rendered":"<p>Last week, a viral video showed the owner of a San Francisco art gallery using a water hose to spray a homeless woman camped outside the doorway of his business.<\/p>\n<p>The gallery owner, Collier Gwin, semi-apologized later,\u00a0telling a television interviewer, \u201cI totally understand what an awful thing that is to do, but I also understand what an awful thing it is to leave her on the streets.\u201d<\/p>\n<p>Gwin said he and other business owners complained to police about her blocking the sidewalks and business entrances. Efforts had been made to help her get off the streets, but nothing has worked.<\/p>\n<p>\u201cWe called the police. There must be at least 25 calls to police,\u201d Gwin said. \u201cIt\u2019s two days in a homeless shelter, it\u2019s two days in jail, and then they drop them right back on the street.\u201d<\/p>\n<p>Finally, after the woman once again refused to move, in frustration Gwin sprayed her down.<\/p>\n<p>Gwin obviously did the wrong thing, but the incident dramatized the frustration that millions of Californians feel about the squalid encampments of homeless people that have become the defining feature of urban California.<\/p>\n<p>Gov. Gavin Newsom acknowledged the growing resentment as he introduced his new state budget last week. \u201cPeople have just had it,\u201d he told reporters. \u201cThey want the encampments cleaned up.\u201d<\/p>\n<p>\u201cPeople are dying on the streets all across this state,\u201d Newsom said. \u201cThe encampments, we\u2019ve got to clean them up, we\u2019ve got to take ownership, we\u2019ve got to take responsibility.\u201d<\/p>\n<p>In the last two state budgets, Newsom and the Legislature have committed $17.5 billion for housing and services to the estimated 170,000 homeless Californians \u2013 about $100,000 each. However, as Newsom\u2019s new budget acknowledges, \u201cDespite unprecedented resources from the state and record numbers of people being served by the homelessness response system, the population of unhoused individuals grows faster than the population exiting homelessness.\u201d<\/p>\n<p>The\u00a0new budget adds several more billion dollars, but suggests that local governments are still not doing enough \u2013 a theme that Newsom has pursued in recent months.<\/p>\n<p>Last year, he rejected all of the plans that local governments had submitted, saying they fell well short of actually making real progress on reducing the upward trend. After a showdown meeting with local officials, he agreed to release more state aid.<\/p>\n<p>\u201cThe first iteration of these plans made clear that more ambition is required \u2013 and more direction from the state is necessary,\u201d the budget declares. \u201cAccordingly, the administration plans to work with the Legislature this year to advance homeless accountability legislation.\u201d<\/p>\n<p>The budget suggests that cities failing to meet their state quotas for zoning land for new housing might lose state financing for homelessness programs.<\/p>\n<p>\u201cIf we can\u2019t clean up the encampments and address what\u2019s happening chronically on our streets, I\u2019m going to be hard-pressed to make a case to the Legislature to provide them one dollar more,\u201d Newsom told reporters.<\/p>\n<p>That threat doesn\u2019t sit well with local government officials.
